Its a concept that expands on the traditional definition of home improvement, by focusing on the recurring, and non-recurring need homeowners have to maintain their homes. For the past several months, National Home Center News has been investigating the answers to these questions, including conducting an exclusive nationwide survey of homeowners. The findings, contained in this issues special report (see page 21), should serve as a wake-up call for home improvement retailers. The course is eight sessions and will be held monthly the last Wednesday of every month starting Sept. 27. Each session will focus on different ways to repair and maintain your home. Participants are encouraged to attend all eight sessions but may attend only the sessions they are interested in, as well. American First Mortgage Source Inc. will open Feb. 1 at 504 W. Mission Ave., in Escondido. Jess Chinchillas, founder of the company, recently returned to the county after serving as vice president for The Money Store, a Sacramento-based home lender. The home improvement loan is secured by a lien on the subject property, he added. Since the average home improvement loan is smaller than other kinds of home equity loans, but has just as much paperwork, the points charged are usually proportionally higher, he added.

FMI estimates that highway construction expenditures will increase by approximately 3 percent in 2004, to a mark just shy of $64 billion. The year 2005 will be a near repeat in pace of growth, adding another $2 billion in volume put-in-place. This is slightly greater than what has been witnessed over the past two years, when growth was closer to 2 percent. It is said that timing is everything, and timing is precisely why the near-term growth outlook for highway construction falls below initial expectations. Under normal conditions, it could well be expected that 2004 and 2005 would see an increase in spending of perhaps twice as much or more than currently projected. However, the lack of a permanent federal transportation act has left the various state transportation agencies in a state of limbo and is the primary limiting factor for the industry. The previous six-year federal transportation act, TEA-21, expired on Sept. 30, 2003. Since no new bill was enacted at that time, the state transportation agencies have been operating under a series of extensions for more than nine months. The uncertainty and disruption caused by this situation has limited the planning and programming capabilities of these agencies and subsequent project letting capabilities, a condition that will continue until a permanent bill is enacted.
First, snow is removed from the existing area far enough for two days of work. Then, dozers are used to rip up the frozen ground in small increments. Workers are careful not to rip open too much earth in case snow falls overnight and fills the holes with frost and moisture. The dozers then push fill material into the existing road and push frozen and dry material onto the road. The sheeps foot roller is then used to roll over the material to break up the frozen chunks of dirt and mix the dry and frozen material together. After a base course (the subbase layer of an asphalt roadway) is compacted, the grader is rolled over it to ensure that the road is even. The smooth-wheel roller is used to compact the top 4 to 6 inches of road. The next day, the top 2 inches of the road are final-graded, and 3 inches of well-graded #5 gravel are spread, graded, and compacted once more. While this is being done, other Soldiers grade and compact the ditches along the side and complete the finish work. This process may sound easy, but when the top 12 inches of road are frozen, it is not a simple task. The road that Task Force Eagle is working on is important to the local population for many reasons. First of all, it connects towns (over a 100-kilometer stretch) that were previously isolated from one another. This has significant economic impacts because these towns can now trade and export among each other. The road allows the small village governments to communicate and become a stronger government. The road also impacts education and health care because it is now easier to get to school or see a doctor when needed. But most importantly, Afghan local nationals are helping with the project by providing gravel, fuel, and water used in construction, which creates jobs for the local populace. In turn, the Afghan workers learn how to care and maintain the roads themselves, helping to make them autonomous once coalition forces leave the country.

Developing a “Culture of Safety” A year ago we wrote about the complex process involved in identifying, categorizing, and assessing medical error in health care in the United States (”Assessing Medical Error in Health Care,” Health Progress, November– December 2001, pp. 14-17). That article discussed the 1999 Institute of Medicine (IOM) report on medical error, “To Err Is Human,” and the erosion of public trust in U.S. health care.
Part II, explanatory economics, represents the bulk of the book. The economics of demand, price elasticity, risk aversion, and the effect of insurance on the demand for medical services are explained clearly and well. Behavior of suppliers in the medical care market is reviewed, with attention given to differences in for-profit and not-for-profit organizations. A solid explanation of competitive markets allows discussion of timely issues such as the limits of applicability of the competitive model to the medical care market, price and nonprice competition, and market power of providers, purchasers, and patients. Outside readings on current managed competition proposals would augment the textbook discussion well.A short section on the economic effects of information asymmetries in the medical care and health insurance market introduces the concepts of supplier induced demand and adverse selection. Both discussions are short, but the portion on adverse selection especially needs expansion. More rigor, explanatory graphs, and a more extensive bibliography would make the adverse selection concept more useful. This topic is critical to a sound understanding of the functioning of medical expense insurance.The final section deals with value judgments and evaluative economics. The nontechnical explanation of efficiency versus fairness criteria for evaluating medical care policy is somewhat cursory. More technical material is needed to improve the precision of this discussion. However, even without any additions, the text provides a general background on issues of access to medical care, affordability, and quality of care. The difficulty of making allocation decisions given scarce resources is clearly laid out and opens the way for a discussion of policy alternatives.

For the study, Dr. Avram and his associates treated 14 patients with standard tumescent liposuction plus Thermage (group 1), four patients with liposuction only (group 2), and two patients with Thermage only (group 3). What parallel imports mean is simply that if there is a cheaper legal (repeat, legal) copyright version of a piece of music or song available in any other country, it can be imported into Australia by retailers, without prior authorisation by anybody in Australia. The reason for this is simple. It has been the habit of local recording companies and publishers to forbid any legal (that is, within copyright–we are not talking about pirating) importation by anybody except themselves, so that they can set different (nearly always higher, often very much higher) prices, in the Australian market. There are two issues here. First, in the case of recordings or books (from now on I will talk only in terms of books), there is the issue of whether the author and original publisher was Australian. Second, where the original publisher is from another country and the author is not Australian, whether the Australian branch or agency of the British or American publisher is entitled to decide, without reference to any Australian authority, that Australia is a territory which belongs to them. These issues are deliberately confused by most industry representatives. A typical example is the nonsense contributed by Michael Heyward, publisher of the Australian firm Text, to the funerary edition of the late Australians Review of Books–in itself an example of why the Australian industry ought not to be believed when it comes to policy issues. It is a remarkable fact that most of the writers/editors/publishers in Australia are totally uneducated in economic matters, and yet presume to a degree of knowledge which can only come from serious study. They are in fact far more narrow-minded and uninformed than the average economist or scientist is about literary matters. The most important fact is that the greater part of the Australian book publishing and distributing industry is dominated by multinationals, whether American or British. It has been the practice of most American publishers for many years to sell rights to British publishers which include rights to the Australian territory (a very valuable one). Then the Brits decide what they want to publish by their own lights, and if they decide they do not want to publish a book originally published in the USA, we simply do not get it on our booksellers shelves. As a result we do not normally see a huge proportion of modern American publishing, which is of course much more important than British publishing in literary and intellectual, as well as popular reading terms. That is, our readers are subordinated to British interests. (Next time you see a book by an American writer in the bookshops, have a look at the publishers location and the country of printing.)

For the study, Dr. Avram and his associates treated 14 patients with standard tumescent liposuction plus Thermage (group 1), four patients with liposuction only (group 2), and two patients with Thermage only (group 3). Real estate practice is a broad and widely defined area of the law. In a pristine sense it deals with the esoteric subject of real property law and titles. In practice the subject matter handled by real property lawyers is much broader. Many of the areas of law within real estate practice are areas of specialty themselves. Real estate lawyers examine and evaluate real property titles, handle real estate sales, purchases and other transactions, foreclose mortgages, represent developers and contractors in drafting and negotiating development and construction agreements, handle real estate financing, structure and draft the governing documents for planned developments such as condominiums, serve as counsel to community and condominium associations, draft and negotiate leases, litigate title, boundary, and other land disputes, and advise clients respecting zoning and land: use matters. The examination of real estate titles requires knowledge of corporations and other forms of business organization, wills, trusts and estates, and a practitioner handling transactions must understand contractual, business, and tax subjects as well. The subjects that are tested on the certification exam attest to this diversity. They are title issues; real estate finance; environmental and land use; condominiums and homeowner associations; landlord tenant; closings; sellers, buyers, brokers, and title insurers; real property litigation; taxation of entities and other tax issues; and ethics. Some hold an impression that at least some aspects of the real estate practice are not challenging, that the practice is increasingly title company, form, and paralegal driven, and that when business is light any lawyer with a good paralegal can Ado real estate closings. This impression is not accurate. As with any area of practice, successfully representing clients in real estate matters requires knowledge, skill, and experience. The diversity in real estate practice may mean that no one lawyer can be an expert in each practice area encompassing the modern real property practice or that are tested by the certification program. That, however, is not a reason to not seek certification. The committee recognizes that few lawyers are likely to possess specific and detailed expertise in each of the many subjects that fall within the scope of real estate.

Performance of Wichita develops guarantee approach toward road construction
FMI estimates that highway construction expenditures will increase by approximately 3 percent in 2004, to a mark just shy of $64 billion. The year 2005 will be a near repeat in pace of growth, adding another $2 billion in volume put-in-place. This is slightly greater than what has been witnessed over the past two years, when growth was closer to 2 percent. It is said that timing is everything, and timing is precisely why the near-term growth outlook for highway construction falls below initial expectations. Under normal conditions, it could well be expected that 2004 and 2005 would see an increase in spending of perhaps twice as much or more than currently projected. However, the lack of a permanent federal transportation act has left the various state transportation agencies in a state of limbo and is the primary limiting factor for the industry. The previous six-year federal transportation act, TEA-21, expired on Sept. 30, 2003. Since no new bill was enacted at that time, the state transportation agencies have been operating under a series of extensions for more than nine months. The uncertainty and disruption caused by this situation has limited the planning and programming capabilities of these agencies and subsequent project letting capabilities, a condition that will continue until a permanent bill is enacted.
This thesis will be tested on data pertaining to those Aberdeenshire turnpikes constructed before 1810 and will be considered from five standpoints: Aberdeenshire roads before 1796, the administration of the turnpike trusts, the topography of Aberdeenshire, local road construction practice, and the supervision of road construction. It will also be tested against relevant data published in the Edinburgh Encyclopaedia3 and the observations of contemporary writers.First it is necessary to establish the physical and theoretical criteria and the limits to be considered in argumentation. First, the roads to be considered all lay within the boundaries of the old county of Aberdeenshire as it existed before it became a part of the Grampian Region. Whilst concentrating on events in Aberdeenshire, reference will be made to road conditions and construction in the adjacent counties of Kincardineshire and Banffshire which formed the sparsely populated land mass of north-east Scotland. Second, the emphasis of this article, unlike some previous studies of turnpike roads,4 will be aimed primarily toward the engineering aspects of road construction, with the administration of road trusts being considered only where it impinged directly on engineering matters. Third, local road construction practices, established from archival sources, will be compared with those specified by Telford and McAdam, and with those used previously for the construction of roads in other areas of Britain.

Golfs governing bodies are to introduce a one-stroke penalty rule in an attempt to combat slow play. The words “slow play” are to appear in the rulebook for the first time from 1 January. Among the other changes coming into effect next year are ones that permit committees to make local rules to prohibit play from an environmentally sensitive area. A further amendment will deny a player relief when his stance, not the ball, is affected by casual water, ground under repair or certain damage to the course.
